Yeah libraries 100%! Library play groups are so fun and a great way to meet other families. Libraries often have rentable passes to different museums as well, like children's museums! Even if it's not designed for kids either, it can still be made into a fun experience for a young one to enjoy. Our local kids museum has a 5 and under play room which we've been attending a lot. And honestly, just go outside. Sit him in the grass and play with sticks and rocks. Pack a lunch and go have a picnic in a new place, bonus if you can walk there and make it a few hour long adventure. Also there a ways to spice up the park, you just have to make it engaging for them to enjoy. My kid loves sitting on the ground and playing with the wood chips lol she just started climbing up the stairs and sending herself down the slide (with my help) which is fun but it took a lot of park trips and a lot of encouragement before she started doing that.
The public libraries for story times and free play, children museums, (ours does free admission Wednesdays AM) zoos, (we pay for annual pass $113 for year) outside in back yard, play dates, walking around stores (no need to buy anything), to to park for picnic
