What to do with baby

I have a small living room with lots of toys. My 2 year old likes to get all his toys out and throw them all over. Currently my 6 month old is in his bouncer but I feel like it’s stopping his development. He can roll but can’t go back and I’m worried this is because he’s always in his bouncer. My toddler doesn’t nap anymore otherwise I’d put my baby on the floor then. Just worried he’ll get hurt and have a toy thrown at him. Any advice?

I do toy rotation meaning my toddler only has a small toy box with a few things he actually plays with and 2-3 books. Once he seems bored of them/starts throwing them I take them away and get some "new ones" out. I have a big toy box in the cupboard that he doesn't know about. Also my rule is that he is allowed only one set of "small toys" like building blocks or whatever that he kinda scrambles around the house. I've been doing it for more than a year and it works for us. Sometimes if he has too many toys out he doesnt even want to play with them. There is room for the baby to be on the floor but i still have to watch him so he doesnt step on him.

Black plastic tubs. If they don't see the toy they won't go for it. You can easily just stack the tubs in the bedroom and rotate very couple days
