She could have an allergy as my little boy got congested due to having reflux/cows milk allergy. His started when he was two weeks old. I would get her checked just in case 🙂

My baby has this was told it was normal n would clear up soon but never went away n sometimes got worse. Turned out to be a milk allergy, once we got put on the right milk cleared up pretty quickly x
