If you stick with just the cake topper you already have and white cake, maybe add some colorful dots. Keep it a simple design. It can cost less than 20 bucks to do the cake yourself. Walmart has cake mix for 3 dollars, frosting for 3 dollars, food coloring is 4. Get 2 or 3 of each and some food coloring and it can be less than 20 bucks.
My recommendation just go with white cake and vanilla frosting. As long as your kid ends up with plenty of cake on her face she will be happy. Plus no food dye will make cleaning the birthday girl up a Lil easier. Less scrubbin.
And if you want to save time, a cheap cake from publix or Walmart and add the topper. Ask the decorators at the store to add the wording or do it yourself.

So what I’m planning on doing for my baby’s first birthday is just going to the store and buying a plain white frosted cake or a cake with a decorated border and them I’m gonna put a few decorations on it from Amazon to make it pop. Maybe you could do the same and have them put happy birthday and you put the cake topper on it? I know they have plain cakes that can range from $5-$15 depending on how big you want it.
