Can a toddler hiking pack (Osprey Poco light) be a carry on

You've gotta check the dimensions of the bag for the specific airline(s) you're flying with. I've been in situations where my carry on was accepted by one airline, but when transferring to another, I had to check it 🙄

No but some airlines will let you gate check it. I use it as a means of carrying kids through the air port then check it at the gate with zero issues, like you would a stroller.
