Sounds like Infant dyschezia. It's just because they're learning how to use their muscles and coordinate them in order to poo. She will be fine, I wouldn't give water or anything else for that matter. You just have to wait it out. Tummy time helps sometimes, just keep doing what you're doing
Babies have to learn how to coordinate the muscles to poop. If when baby does go, it’s runny like normal baby poop, then they’re not constipated. Do not give them anything other than milk unless your doctor has advised it.
I agree with Charley. It is so common in babies and whilst our instincts want to help, there is no need. They will figure it out. Tummy massage (clockwise only) warm baths, bicycle legs and tummy time are the best things to help

My baby had terrible stomach problems when she was under a month as well and I found that infants Mylicon helped a lot! It’s for gas but it helped her poop as well and they can have it at any age
