We do the style that @Adriana posted! It’s worked wonders! My boy will grab an empty bucket and go collect his toys
Reduce the toys to 5 to 10 toys and rotate them out every 2 weeks and she'll think they're brand new and a whole new adventure and you'll be less worried about the mess

We use toy rotation! If you have the storage space, pack some of the toys away and switch them out every once in a while. Makes it easier to manage toys while still getting to enjoy them all
First id get rid of the toys they don’t play with. Like the baby toys.
We have a toy box “rule”- if all of the toys don’t fit in the toy box with the lid closed, it’s time to donate some or put sentimental ones in storage. This excludes large items and stuffed animals though. We have a standard size toy box. This rule keeps my daughter’s bedroom tidy/ easy to clean and I’ve noticed how much more intentional play time is. Neither of us are overwhelmed with useless toys and it keeps her collection age appropriate. Craft supplies and books have a different home. Stuffed animals go in a small basket and sometimes on her bed.
It gets worse before it gets better. You need to purge, rotate, or have some kind of system for reducing or taking toys out of the space....
We have that cube shelf but in 8 holes, and 4 w baskets that you pull out. You have a lot of space on your wall above the shelves- utilise that. Get a bigger shelf and utilise vertical real estate
You could get bins for the cube shelf and put pictures of the toys on the bins and teach her how to “clean up” her toys by putting them in the box with the picture it’s a great way to keep it organized and for her to learn how to sort and clean up it won’t be perfect most of the time but that’s okay!
