Hello! I recently traveled to Colombia without my husband, and they didn't ask for the form, even though I had it with me just in case. They bothered us a lot about the form when we were going to leave Colombia, but if the other parent joins you later and you come back together, I don't think you'll have problems. However, better safe than sorry; you should take it anyway.
You just never know. I traveled to Mexico and back with the kids and I was never questioned about it at all (nor did I have anything signed). But always better to be safe than sorry
