Not sure but my little boy's were like that for about 2/3 weeks before they started popping through. We're now about 6 weeks in and they still aren't fully out!
Looks like early stages of the teeth coming through. Might still be a small while til they cut through the gums
My little girls are looking like this. She’s only got 2 bottom teeth and she’s 13 months! Having a mare with the top ones atm.

Hard to say my girls gums looked like this for a while before they cut. I swear they came out a tiny bit n went back in 😂 the one on the left side of photo looks close though
