we’re in the same exact boat, with the spanish & everything. just like you said, he always responds & he signs a bunch so i know he understands what we’re saying, he just doesn’t say it himself. recently, i’ve been doing a lot of ‘call & response’ type of play with him & noticed that he seems more eager to engage with the sounds that way. maybe try that?
I don’t think my niece talked till she was 2 and didn’t do full sentences/conversations till 3 she’s now 5 and will talk ur head off

We're also multilingual. Taught our son to sign language and when he was 19m he started speech therapy.
15 months is still early. 18 months is when my little started saying a few words. Normal is 12-18 months. So saying a few words at 15 months is right on track!
My son started saying about three or four words at around 18 months - he’s two and a half now and doesn’t stop talking and has a huge vocabulary- he even recites long sections of children’s books from memory - do not worry at all - also miss Rachel is good
Oh ps - make sure you read at least half an hour a day - that will help
